(Please read carefully as there have been changes from 2017 Tournament Guidelines.)

 

2018 US Kids Golf World and Teen World Championships Philippines International Qualifiers

Course:  PLAYER COURSE (shotgun)

 

 

Overview

The 2018 U.S. Kids Golf World Championships Philippine International Qualifier allows boys and girls an opportunity to compete against international golfers of their own age and gender on yardages set up for age-appropriate play.  A player’s age group for the U.S. Kids Golf World Championships is determined by his or her age on July 31st 2018. 

Qualifiers in each age and gender group are eligible to compete in the championships in Pinehurst, North Carolina, USA as follows:

 

2018 (Kids) World Championship

Age groups 5 – 12

Tournament Rounds August 2 –August 4, 2018

World Van Horn Cup: August 5, 2018

 

2017 Teen World Championship

Age groups 13 - 18

Tournament Rounds July 26 – July 28, 2018

Teen World Van Horn Cup: July 29, 2018

 

 

Stroke Play.  The Philippine International Qualifier consists of stroke play for three rounds.

1. All participants in the age groups girls 10 & above and boys 9 & above shall play 18-holes per tournament day.

2. All participants in the age groups girls 9 & below and boys 8 & below shall play 9-holes per tournament day. The regulation 9-hole upon which they will play shall be pre-assigned each day.

 

Players in each age and gender group who play the fewest aggregate number of strokes after the three (3) rounds of competition qualify for the allocated spots.  The top three (3) players in each age group will receive awards to recognize their achievements.  Ties in each gender-age group will be broken via the “count back” system. Ties shall be broken base on the players last nine (Holes 10-18), last six (Holes 13-18), last three (Holes 16-18), holes score and if still tied count back from the 18th hole.

 1.  Qualifying spots available are based on allocations for the Philippines as received from U.S. Kids Golf (USA):

2.  The 2018 Philippine International Qualifier is rated by U.S. Kids Golf (USA) as an international open qualifying event which means that any player participating regardless of citizenship, residence, or origin, is eligible to win a qualifying spot for the World Championships.

 

3.  Players with the aggregate best scores in each gender-age group during the tournament qualify for the allocated spots provided they meet the U.S. Kids Golf scoring requirements for the World Championships.  The scoring requirements are:

4.  Players who, by virtue of their record of performance in previous U.S. Kids Golf World Championships, hold valid invitations (pre-qualified) issued directly by U.S. Kids Golf (USA) to the 2018 US Kids & Teen World Championships may or may not participate in this qualifying tournament.  They are encouraged to register directly with U.S. Kids (USA) website as soon as possible.

 

These pre-qualified players are welcome to participate in this tournament.  They are eligible to win trophies, awards, and prizes but not qualifying spots by virtue of their “pre-qualified” status.

 

5.  Each player who qualifies via this 2018 Philippine International Qualifier is required to submit a “letter of commitment to participate in the World Championships”.  This letter is required to be sent to and be received by Great Depot, Inc. (the Philippine franchisee of U.S. Kids Golf) no later than May 28, 2018.  Failure to comply with this requirement shall mean waiver by the player of his/her qualifying spot, which shall then be awarded to the player with the next best qualifying score.

6. A player who confirms his/her “commitment to participate in the World Championships” but fails to participate in the World Championships without valid reason will not be allowed to qualify in the succeeding year’s qualifier. He/She can choose to participate in the qualifiers. However, the player will not be eligible to take on the qualifying spot should he/she win in the qualifiers.

 

About the Philippine International Qualifier Tournament

 

Location.  The tournament will be played at the Orchard Golf & Country Club in

Dasmarinas, Province of Cavite, Philippines. The courses are as follows:

Deadline for submission of application:  May 1, 2018 Submission deadline date is non-extendible. Applicants are requested to provide their email addresses in the application forms for convenience of communications and announcements.

 

Tournament fee.   

The tournament fees are as follows:

  • Boys 8 years old & below / Girls 9 years old & below: P2,500.00 (Orchard dependents: P1,500.00)
  • Boys 9 years old & above / Girls 10 years old & above: P3,500.00 (Orchard dependents: P2,500.00)

 

Tournament fee includes practice round on May 7. (Mandatory F&B cost of P300 will be charged)

 

A portion of the tournament fee proceeds will be allocated to the Junior Golf Foundation of the Philippines for the development of junior golf in the Philippines.

 

Tournament days:  Registration and tee times.

 

    1. Tee-off format for: PLAYER COURSE will be single-shotgun at 7:15am each day.  All players are required to be in their assigned tee-off mound assignments 15 minutes before their assigned tee-time.
    2. Registration will start at 6:00am for the morning shotgun.
    3. Tee-off assignments will be announced by May 8, 2018. (Participants are encouraged to provide email addresses for ease and convenience of communications).
    4. Age groups & yardages.  These conform to U.S. Kids Golf (USA) requirements:

Orchard GCC driving range.  The driving range is available for use during tournament days.  The first bucket of 40 pieces balls is free-of-charge.   Subsequent to this, players will be charged for unlimited balls with the following rates:

o Half Hour: Php50.00 (Orchard members) / Php100.00 (non-members)

o 1 Hour: Php100.00 (Orchard members) / Php100.00 (non-members)   

 

PuttingOrchard GCC practice green for putting is available free of charge.

 

      Practice Round:

One (1) official free practice round will be allowed by Orchard on Monday, May 7 (from 9AM onwards) provided prior booking is made. Practice on any other date will be charge accordingly.

 

     Only players who have submitted his/her registration form and paid the tournament fee will be      

      allowed to practice.

 

Players must have paid the tournament fee at the authorized outlets in order to be allowed to practice. For tee-off arrangements, please call Orchard GCC at telephone nos.  +632 9822000 local 2241 or 2242 and ask for Ms. Cynthia or Ms. XanetteNon-members do not need to be accompanied by members but need to call Orchard GCC for tee-time reservations. Green fees are the same for all age groups (9 holes / 18 holes) for practice rounds: P500.00 (weekday rate) and P900.00 (week end rate)

 

Players are entitled to discount on green fees as may be authorized by Orchard GCC.  Philippine Junior Golf Foundation membership cards must be shown at registration counter to be entitled to the discount privilege.

 

 

Cart and spectator policy.  To help manage the pace of play and improve player and spectator enjoyment, players may use golf carts under the following guidelines:

           

  • To speed up play, golf carts may be used to shuttle ALL the players from ALL age groups between holes (from green to tee only).  In no case will a cart be allowed in any part of the fairway, except in cart paths.  First infraction: warning;  2nd infraction: 2 strokes penalty; subsequent infractions: score of ten (10) for each subsequent hole.

 

B. In the case of A, an Orchard caddy may be hired to drive the golf cart provided she perform no other additional duties besides driving the cart and fixing/repairing divots and raking bunkers if she is not the official caddy.

 

C. Golf bags are not allowed to be loaded on the golf carts for ALL age groups (except when players and caddies are being shuttled in between holes).

 

D.   Pull carts shall be used by each player to carry his/her bag and equipment to prevent            undue damage to the golf course.

 

  • Spectators are required to use golf carts.  They shall at all times stay and remain on cart paths while watching play.  They shall observe proper golf decorum and etiquette.  They should avoid talking to the players. Cell phones and sound-emitting gadgets shall always be turned-off or switched into silent mode.  First violation:  Warning.  Subsequent violation:  Spectator will be requested to leave the golf course.

 

 

Rules of play.

All play must be in accordance with the rules of golf as approved by RNA Rules Ltd and the club local rules.


Caddy policy.

 

Players are required to have a caddy to help them play.  It is suggested that the services of Orchard GCC’s experienced caddies be availed of due to their familiarity with the rules and course.  Tournament rate for caddy fee is P600.00 regardless number of holes, whether 9 or 18 holes, played by the player.

 

However, players in ALL age groups may choose to have a parent, sibling, friend or teaching professional to caddy provided, however, that

 

  1. the caddy is at least 13 years of age and is conversant with the game, etiquette, rules of golf, and rules of the tournament;
  2. B.    should this be the case, every player must still hire an Orchard caddy to ensure the required security and upkeep of the fairway greens. The Orchard caddy will be identified as an outside agency and will not be considered to be part of the player.
  3. C.   Each player must declare who his or her official caddy will be at the beginning of the game, i.e. whether it is the Orchard caddy or his/her parent, sibling, coach, et.al.
  4. D.    Only the official caddy is allowed to perform caddy duties for the player.  Should the player have his/her own caddy, the Orchard caddy should not offer any kind of advice that will help the player with his or her game.

 

 

 

Caddy must refrain from over-coaching.  It is the caddy’s duty to help the player hit each shot within a reasonable period of time.  The player shall play without undue delay, which is defined as taking no more than 45 seconds to play a shot, counting from the time his/her turn to play is up.  If a player takes more than 45 seconds, he or she will be subjected to a penalty.  First violation:  warning; second infraction, two stroke penalty; subsequent violations: score of ten (10) for each hole.  All penalties will be as decided by the tournament director or his designated official.  The 45-second rule is put into place to prevent over-coaching and slow play. All complaints regarding over-coaching must be done during play and not after the round is finished.

 

Time of Starting/Late to Tee: If a player arrives late to his tee, but ready to play within five minutes after his starting time, the penalty for failure to start on time is two strokes at the first hole. If a player arrives at the tee more than five minutes after his starting time he will receive a 10 on that hole and any future holes missed. Players may not join a group during play of a hole; they must join the group on the next tee.

Distance Measuring Devices: A player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his/her play (e.g., slope, elevation change, wind speed, etc.), the player is in breach of Rule 14-3. Penalty for first breach of Rule is two strokes and any subsequent offense is disqualification (score of 10 on any hole used).14-3. Penalty: First offence; two (2) stokes, subsequent offence;  score of 10 on any hole used.

 

Code of conduct.  Violations of the code of conduct include among others abusive language, club throwing, cheating, disrespect of any individual, abuse or damage to the golf course or the facilities, undue littering, horse-play, or any other conduct unbecoming of a player.  First violation:  warning; second violation:  disqualification of player or in the case of a non-playing individual, immediate removal from the tournament facilities.

 

Attire requirements.  Players, caddies, and non-playing individuals shall adhere to the following dress code:

 

  • Only accepted golf attire is permitted (e.g. shirts with collar, mock turtle with at least 1” collar, regulation pants and shorts).  Sleeveless shirts are not allowed for boys.

 

  • Metal spikes or any other footwear that may be considered by the tournament director as harmful or potentially harmful or injurious to life and limb and/or to any part of the golf course are not allowed.  To prevent potentially injurious fall due to slippage or accident, players are required to use golf shoes with regulation cleats/spikes.

 

  • Swimwear, cycling, running, and jogging pants, jeans or denims of any kind, tank tops and other similar apparel are not allowed.

 


Disqualification Policy: No player will be disqualified for any violations of the Rules of Golf.  Instead, a maximum score of 10 will be applied to any hole where the infraction would normally lead to disqualification. In situations where the round or hole has been completed, the score of 10 will apply to the last hole played or to the hole where the infraction occurred

Exceptions: A player or caddie may be disqualified for code of conduct violations, unauthorized use of electronic devices or tobacco/alcohol.


Suspension, cancellation, resumption of play.

 Except as herein provided, the tournament director has the authority and discretion to decide on issues pertaining to any suspension, resumption, and cancellation of play at any phase of the tournament.

 

Suspension of play is signalled by one long blast of siren. All players shall immediately mark their balls upon suspension of play and leave the field immediately to safety.

 

It is the player’s responsibility to be ready when play resumes.  Resumption of play will be signalled by two short blasts.  Players failing to resume play on time will be assessed a score of 10 on that and any subsequent holes.

 

The tournament director shall make all decisions regarding suspensions and/or cancellations on-site.  Safety of all individuals shall be primordial in all decisions.  The intention is to fully play the event on its scheduled days.  Everything possible will be considered in order to do so.

 

In the event that any condition prevents the continuation of the tournament, then the tournament director can either (1) defer and/or reschedule the completion of the round and/or tournament, or (2) cancel the remainder (un-played portion/s) of the round and/or tournament. If (1) & (2) be not practicable, then the tournament director may decide and implement other options after due consultations with Orchard Golf & Country Club, and the Philippine Junior Golf Foundation and Great Depot, Inc. (Philippine franchisee of U.S. Kids Golf USA).


Results of Competition.  All scorecards shall be duly accomplished and duly signed.  They shall be submitted to the designated drop-box by within 20 minutes after they have completed their round for each tournament day.  When all the scores shall have been (1) approved by the tournament director, and (2) posted on the official bulletin board, then those scores shall be deemed “Official”. Scorecards must be submitted with in 20 minutes after hole out. Scorecards not submitted 20 minutes after the last flight holed out will not be honoured.

 

 

Designated bulletin board.  The tournament director shall see to it that scores, flight assignments, tee-off times, and announcements are posted on the designated bulletin board on timely basis.  It is the responsibility of each player to consult the designated bulletin board before and after each tournament round for relevant updates and announcements.


Protests and complaints.  A “Player’s Assistance Desk (PAD)” will be available and located at Orchard’s registration area.   Any protest or complaint is required to be filed by a player,

parent, or guardian with the tournament director at the PAD, at the latest, one hour after completion of each day’s round.  Any protest or complaint filed after this allotted time period will not be accepted and not given due course.  The tournament director will evaluate and decide on the issues after compliance with the requirements of due process.  All decisions by the tournament director in this regard shall be deemed final.

 

Change in rules.  Any revision or amendment to these guidelines, rules, and regulations may be made by the tournament director and made binding only after (1) due consultation with Philippine Junior Golf Foundation, Orchard Golf & Country Club, and Great Depot, Inc. (the Philippine franchisee of U.S. Kids Golf), and (2) if so announced and posted on the designated bulletin board at least one hour prior to the official start of the tournament.  Official start is defined as “that moment when the very first firework blast of the tournament is heard”.  No change in rules is permissible after the official start of the tournament.

 

Additional Fees:  Players will be issued individual passport during the official practice round (Monday) and during the tournament proper with a charge, valuing 300 pesos. This is mandatory for all the participants and can be used for food and beverage purchases only. Players are not allowed to bring in food and beverage from outside.
